Project on development of Situational Information-Analytic Center of Russian National Committee for Black Sea Economic Cooperation (RNC BSEC SIAC)

Creation of Situational Information-Analytic Center is related to solving the most complicated information-analytic managerial problems in the process of making decisions by Decision-Makers (DM). Objectives of SIAC:

  1. to provide Decision-Makers with effective access to information on object condition and on occurrence of unfavorable tendencies; 
  2. to provide technical specialists with means for analyzing and forecasting of object condition, along with means to support planning of events;
  3. to issue reporting documents in table and graphic forms, optimized for application in current processes of operative and strategic decision making;
  4. to ensure interaction with network of regional administrations, employees’ work in various specializations, DM information support.

The SIAC will provide DM and population of the region with information about object and will ensure effective communication between objects’ personnel, administrations management of subjects of a region, where object is located, emergency-wrecking formations (EWF). SIAC will also be applied for planning and monitoring, for social interrogation, researches, for providing normal conditions for object operation, for prevention and liquidation of after-effects of emergency situations (ES) and etc.

In the frames of the present project it is planned to implement the following:

  1. To investigate the existing approaches to the analysis and visualization of geospatial information, to analyze their advantages and disadvantages, efficiency of their application in situation centers.
  2. To develop an integrated solution for visual analysis of geospatial information, that will be based on methods and approaches of neo-geography and virtual communication (stereoscopic visualization, possibility of entering voice inquiries in natural language and control with the help of gestures). Using technology of restoration of three dimensional scenes on the basis of images, along with the project documentation, there will be created models of landscape, buildings and constructions, communication lines, and lines of gas and power supply.
  3. To create “Integrated Virtual Object” system, with the help of which it will be possible to build three dimensional models of real objects on the ground, in air space, on and under water.

Study of foreign and domestic experience of creation of electronic cities and government teaching systems has demonstrated that the main problem is non-mating of systems used in various departments, regions and countries for solving their problems  within the bounds of joint project.

Technology of extended reality, based on imposition of images, generated by a computer, onto representation of real world, will allow extending the range of possibilities of SIAC (which is especially important for salvation teams):

  • to orient in “real” three dimensional space, instead of using a flat map with designations which are not always apprehensible;
  • to transmit and receive instructions and directions, integrated with geo-information;
  • to see hidden objects: communication lines, objects behind the wall, in the darkness and etc.

Center of EMERCOM (Moscow, Russia) and “Decision Theatre”, functioning in Arizona (Tempe, USA) were used as prototype centers for SIAC. The Arizona center uses a panoramic system of virtual environment, consisting of 7 screens and providing effect of complete DM immersion.

Apart from specialists of the RNC BSEC, scientists and experts of scientific research institution of the Ministry of education and science of the Russian Federation, the Russian Academy of Science and other scientific institutions take part in this work.

 Project “Environmental Monitoring of the Black Sea basin”

At present the Black Sea is one of the degenerating sea basins. The specific feature of the Black Sea is strong anthropogenic impact caused by industrial development of the shelf area, oil and gas transportation and intensive input of biogenous elements with river flows. According to UNESCO estimates, the Black Sea is one of the most degenerating water basins in the world. Moreover, one more specific feature of the Black Sea is the presence of hydrogen sulfide in deeper water layers that, in case of natural and technical disasters, may lead to contamination of the near-water atmosphere with hydrogen sulfide.

Therefore, the intensification of industrial development of the Black Sea water area should go hand-in-hand with continuous environmental monitoring and preparation of short-term forecasts of the sea basin condition.
Development of the analysis methods for condition of the sea environment will help to evaluate the probable spatial and temporal evolution of ecological pollution and to address with adequate confidentiality the disputable issues concerning legal responsibility of a country guilty in environment pollution.

The prognostic analysis of dynamics of environmental pollution assumes implementation of the following main stages:

  1. Study of water area condition in the regions with the anthropogenic sources of pollution applying the multi-component diagnostic and control system (regular space distant observations, long-term measurements from autonomous platforms through satellite or acoustic systems for data transmission).
  2. Prognostic modeling of hydrophysical fields and hydrodynamic processes of the sea basin.
    As a result of joint investigations conducted in 2003-2008 by the Institute of Oceanology, Design Bureau of Oceanologic Equipment of the Russian Academy of Sciences and NASU Marine Hydrographic Institute, the system for diagnosis and forecast of the geophysical condition of the Black Sea basin was developed and is used in executive regime.
  3. Comparative analysis of large-scale hydrologic data and numerical computation of synoptic variability of the sea surface.

Regular distant space observations, long-term measurements from autonomous platforms through satellite or acoustic systems for data transmission allows development of the systems for diagnosis and forecasting of the sea environment condition, applying modern computers, digital models of oceanic processes and techniques of observation assimilation.
Such systems permit optimal integration of dissimilar measurements and presentation in a convenient form of the continuous evolution of the oceanic fields with a rather high accuracy.

Realization of the “Environmental Monitoring of the Black Sea basin” project will comprise appliance of satellite systems for operating monitoring on the basis of space radar that provides possibility to get image of the sea surface regardless meteorological conditions and satellite scanning spectroradiometers, that can control the matter of composition of the surface layer of the sea.

Plan of interaction between RNC BSEC and representation of the Stavropol Region Government under the Russian Federation Government.

RNC BSEC is working out some issues of possibilities of involving the Black Sea region countries to projects realization in Stavropol region, in particular:

  • LUKOIL company project (sulfurous gas processing at Northern Caspian, including construction of gas-processing plant in Budennovsk);
  • project of melamine production;
  • development of question of realization of Stavropol enterprise “Concern Energomera” production, that controls 60% of Russian and 25% of world synthetic sapphire market, in the Black Sea region countries;
  • development of question of assistance in finding technologies for straw processing;
  • development of question of assistance in attraction of  investors for airport reconstruction in Stavropol;
  • development of question of assistance in finding aviation companies for Stavropol-Istanbul aviation transportation.

Question of Stavropol joining to the membership of the International Black Sea Club has been solved.
