Legal Status of Russian National Committee for Black Sea Economic Cooperation.

Russian National Committee for Black Sea Economic Cooperation (RNC BSEC) has been established in accordance with the Order of the Russian Federation Government dated October 23, 1995, ¹ ÎÑ-Ï2-32585. It represents an organizational form of a voluntary membership participation of business and academic communities, bodies of state authority and administration of the Russian Federation for the BSEC activities, as well as other international non-governmental organizations of multilateral economic cooperation in the Black Sea and Mediterranean Sea regions. Principal founder of the RNC BSEC is the Ministry of Foreign Affairs of the Russian Federation.

In accordance with the Russian Federation Government Regulation dated April 26, 1997, ¹ 500, Russian National Committee for Black Sea Economic Cooperation – is a body for coordination of Russian business and academic structures participation in the BSEC. RNC BSEC represents interests of Russian business structures and regions in the BSEC Business Council.

RNC BSEC Statutory Goals and objectives of activity

RNC BSEC Statutory Goals

  • coordination of Russian business and public structures activities, related to participation of the Russian Federation in the Organization of the Black Sea Economic Cooperation (BSEC);
  • assistance in performing activities related to regulations of social problems, development of the civil society in the Russian Federation, achievement of social, educational, charitable, cultural, scientific and management goals, as well as other objectives, directed towards the public welfare;
  • assistance to RNC BSEC members in their interaction with legislative and executive bodies of the Russian Federation state authorities;
  • to assist in working out main directions of the Russian Federation economic cooperation with the Black Sea region countries;
  • to assist in establishment and support of working relations with the BSEC, its working groups and forums, the BSEC Business Council, as well as with other international and national non-governmental organizations of the Black Sea region.

RNC BSEC Objectives of activity:

  • organization of cooperation with the Black Sea region countries on priority matters of BSEC activities in economic areas, such as: energy, transportation, telecommunications,  environmental protection, science and technology, investments in education and vocational training, development of agriculture and food supply security, tourism, increasing the role of BSEC SMEs entrepreneurial activities, soft security measures within the framework of multilateral economic cooperation in the wide European context (fight against organized crime, illegal drug and armaments trafficking, terrorism, corruption and money laundering) within the framework and in the scope of the Russian Federation legislation.
  • organization and holding of conferences, symposiums and seminars in the Russian Federation and abroad on economic and social development issues in the Black Sea region, holding of exhibitions, trade fairs and business-forums; 
  • organization of analysis of main trends and directions of economic development and interaction between the Black Sea Region countries;
  • implementation of special programs of particular importance, not contradicting to the Russian legislation, in accordance with the request of the Russian Federation Government and other state bodies;
  • implementation of other activities that are not contradictory to the existing Russian legislation and the present Charter.

Current and long-term objectives of RNC BSEC 

  1. To develop Situational Informational-Analytic Center of Russian
    National Committee for Black Sea Economic Cooperation.
  2. To create information bank of ecological data of the Black Sea and Mediterranean Sea regions.
  3. To develop system of environmental monitoring of the Black Sea basin.
  4. To draft proposals for compliance of national legislations and environmental standards in line with international requirements and standards. 
  5. To establish a scientific center, coordinating scientific researches to support RNC BSEC activity.
  6. To develop methodology for monitoring of mass viral infections spread (flu pan-epidemic) and to develop proposals on quick response system to prevent viral infections spread in the region.
  7. To develop unified requirements for tourism in the region, considering minimizing of environmental losses in the region.
  8. To develop proposal on ensuring of zero dumping from marine oil platforms.
  9. To carry out revision of means of response and liquidation of after-effects of pollution with oil and chemical substances at the sub-regional level to ensure: sufficiency of means of response and liquidation of after-effects in the region; emergency towage; sufficiency of fire-fighting means and means for carrying out lighterage operations for a vessel being in distress within acceptable time period; sufficiency of means of response and liquidation of after-effects for providing effective accumulation of pollution substances in the event of their spillage.
  10. To prepare conditions for development of unified system of nature and technical man-caused disasters prevention and after-effects liquidation in the Black Sea region.
  11. To intensify activity of the Black Sea region countries in the frames of the BSEC - to conduct forecast researches of direction of economic development of the Black Sea region countries from the position of its impact on ecological conditions in the region.
  12. To draft proposals on prevention of excessive inflow of nitrogen and phosphorus from ground-based sources (illegal dumping), including proposals on revision of permissions for environmental use, issued to industry enterprises, waste treatment stations.
  13. To make an offer on development of national chemical production registry.
  14. To prepare a proposal for construction of waste bunkers for accepting water waste dumping from marine transport, arriving to Black Sea region harbors.
  15. To make an offer to improve ecological education of Black Sea region citizens.
  16. To draft proposals on prevention of further degradation of sea, coast and land environment and for conservation its integrity at the level that would guarantee valuable ecosystems functioning.
  17. To conduct analysis of perspectives for Black Sea region of usage of gas field, located in South-East Asia.
  18. To make an offer to organize monitoring of marine transportation safety in the regions of gas pipeline construction in water area of Black Sea region to avoid: 
            - collision of passenger, military, fishing and other ships with pipeline construction vessel;
            - hooking of the pipeline with a big ship anchor.
  19. To draft proposals on consolidation of the Black Sea region energetic market. 
  20. To conduct analysis on opportunities of interaction between energetic market of the region and the ones in Baltic, southern, northern, and west European regions.
  21. To make an offer on organization of insurance against natural and technical disasters risks in the Black Sea region.
  22. To make an offer to organize sport, cultural and ecological forum in the Black Sea Region countries.
  23. To make an offer to improve banking system to provide economic development and minimization of ecological losses risks in the Region.
